June 13, 2026 — Spring Gathering
Pam Pryor is currently working on many of her first loves: domestic and international religious freedom, faith issues and Gallup StrengthsFinders. She is on the executive team at Cornerstone Chapel in Leesburg, VA. Prior to joining Cornerstone’s staff, she was appointed acting Assistant Secretary for International Organizations at the State Department by President Trump and Secretary Mike Pompeo. Under her purview were all the multilateral organizations including 6 ambassadors, the United Nations (including the UN Security Council) and the World Health Organization. Before serving in that role, Pam was the Senior Bureau Official in the Undersecretariat of Civilian Security, Democracy and Human rights. She had oversight on anti-trafficking, international religious freedom and global women’s issues as well as 6 other bureaus from immigration to international narcotics. Previously, Pam was Chief of Staff to Congressman J.C. Watts of Oklahoma, and has been a college professor, TV news anchor, and radio talk show host.

October 11, 2025 — Religious Freedom Rights in the Federal Workplace
Rachel Morrison is a Fellow at the Ethics and Public Policy Center, where she directs EPPC’s Administrative State Accountability Project. An attorney, her legal and policy work focuses on religious liberty, health care rights of conscience, the right to life, nondiscrimination, and civil rights.
Sharon Fast Gustafson is the immediate past General Counsel of the U.S. Equal Employment Opportunity Commission (EEOC), where she enforced Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and the Age Discrimination in Employment Act. She is an experienced litigator in federal and state courts; before administrative agencies, including the EEOC, and state and local civil rights offices.
Rachel and Sharon proved the legal groundwork around religious freedom in the federal workplace.
Religious Freedom: Federal employees have more freedoms than private sector employees. First Amendment freedoms restrict government action against religious expression.
Non-Discrimination: If you can discuss any secular topic at work (baseball or a community event), you can discuss your faith.
Equal Treatment: If any topic outside of work is allowed to communicate, or gather during non-duty hours (lunch time), faith groups must also be allowed the same opportunities.

March 7, 2025 — Spring Gathering
ICF dedicated the spring gathering to prayer, remembering those in leadership, those who recently lost jobs, those with increased responsibility, and those feeling uncertain about the future.
January 27, 2025 — Winter Prayer Gathering
ICF joined with David’s Tent to pray over the new year and leadership changes. David’s Tent prays for every executive branch member, cabinet member, and every agency every Monday night from 6pm-8pm.
October 26, 2024 — Fall Gathering
Al Gombis joined the Air Force in 1998 as a Judge Advocate and served eight years on active duty, including a deployment to the Middle East eight months after 9/11. Mr. Gombis then shifted to the Reserves and in 2006 returned to the State Department to serve as the Team Lead for the Middle East and North Africa in the Office of International Religious Freedom. In 2011, Mr. Gombis was awarded a two-year fellowship on Capitol Hill, during which time he worked for the House Foreign Affairs Committee. Thereafter, he again returned to the State Department and continues to serve as a Foreign Affairs Officer, focusing on international human rights issues. Mr. Gombis is a Member of the Bar in Illinois and Washington, D.C., and is admitted to practice before the U.S. Air Force Court of Criminal Appeals, the U.S. Court of Appeals for the Armed Forces, the U.S. Federal District Courts for the Northern District of Illinois and the District of Maryland, and the U.S. Supreme Court.

ICF Gathered in Falls Church Cherry Hill Park for a picnic and time of fellowship together. It was an opportunity to share vision, brainstorm future direction, and build relationships across agencies.
May 4, 2024 — Spring Gathering
Colonel Douglas Sachs (Ret) entered the Air Force in 1988 after receiving his commission as a distinguished graduate of the Reserve Officer Training Corps program at the Missouri. He flew the RC-135S Cobra Ball from Offutt Air Force Base, Neb., and was flight commander and 55th Operations Group's executive officer.
Col. Sachs served a joint service tour with the Defense Threat Reduction Agency in the On-site Inspection Directorate, operations officer and Commander of 82nd Reconnaissance Squadron, Okinawa, Japan, and commanded the 763rd Expeditionary Reconnaissance Squadron.
He was the United States' first Senior Defense Official and Defense Attaché to Baku, Azerbaijan, and managed the operations of 20 Defense Attaché Offices in East Europe and Eurasia at the Defense Intelligence Agency. In his last posting, he served as the United States Senior Defense Official and Defense Attaché to Australia.
February 10, 2026 — Winter Gathering
Jim Slatterly is six-term U.S. Congressman, now retired. He was a member of the House Energy and Commerce Committee during his entire 12-year tenure in Congress. This Committee has broad jurisdiction over health care, energy, telecommunications, and environmental issues. He also served on the House Budget Committee, House Financial Services Committee, and House Veterans' Affairs Committee. Jim advises clients who have matters pending before Congress, federal agencies, and regulatory bodies. He has experience in energy, railroads, health care, insurance, international trade, and telecommunications.
Jim travels regularly to the Middle East to encourage interfaith dialogue and reconciliation. He has served as an international election monitor in countries like Iraq, Ukraine, and Nicaragua. He also lectures university students on foreign policy matters and Congress, including the Navel Academy, the United States Military Academy at West Point, and Pennsylvania State University.
November 14, 2023 — Fall Gathering
September Secrist is the Chief of Staff to the CFO of the U.S. Department of Housing and Urban Development. She spent 16 years with the U.S. Department of Commerce, U.S. Commercial Service, most recently as the Director of Global Health Initiatives, leading an international team of 200 to help U.S. companies export goods and services. She left her federal position in 2018 and spent 18 months traveling to 23 countries in Asia and Africa and working with 45 missions organizations. She provided training on strategic planning, organizational management, leadership, government relations, and assisted with fresh vision and creative implementation.
May 13, 2023 — Spring Gathering
General Claude “Mick” Kicklighter is a retired Army Lieutenant He is a former commander of the United States Army Western Command, which he held from 1989 to 1991. He was also Director for Security Assistance for the US Army Security Assistance Center and Chief of Staff for the US Army Material Development and Readiness Command in Alexandria, Virginia, from 1981–1984 and Assistant Deputy Chief of Staff for Logistics and Director of the Army Staff for the Office of Chief of Staff in Washington, DC. In 2007, he was named Inspector General of the Department of Defense, having previously served as Chief of Staff, Department of Veterans Affairs, Special Advisor to the Deputy Secretary of State for Stabilization and Security Operations in Iraq and Afghanistan, Director of the Department of Defense's Iraq Transition Team, Assistant Secretary for Policy and Planning, Department of Veterans Affairs and Deputy Under Secretary of the Army for International Affairs.
His awards include the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, and the Bronze Star Medal. He retired from the Army in 1991.
November 17, 2022 — Fall Gathering
Ambassador Tony Hall, is currently the executive director emeritus of the Alliance to End Hunger, an organization which engages diverse institutions in building the public and political will to end hunger at home and abroad. Hall is also an American politician, diplomat and three times nominee for the Nobel Peace Prize for his humanitarian and hunger-related work (in 1998, 1999 and 2001). Ambassador Hall also serves as the Special Adviser on Hunger for Convoy of Hope. He received multiple awards and recognitions for his hunger legislation and for his work to end hunger. He received honorary Doctor of Laws degrees from Asbury College, Antioch College and Eastern College and a Doctor of Humane Letters degree from Loyola College.
